Agricultural Policy Impact Assessment for the Republic of Moldova

Agricultural producers from the Republic of Moldova benefit from post-investment subsidies granted from the National Fund for Development of Agriculture and Rural Area (NFDARA). This project is undertaking an impact-assessment study in order to evaluate the effectiveness of existing policy measures. The survey methodology developed in this project and subsequent data collection and analysis will provide so far lacking evidence into the effectiveness of the current policy. The project will focus on a one-time ex-post evaluation of the currently implemented policy measures. At the same time, it aims at laying a basis for continued sound impact assessment efforts. The data analysis that is undertaken in the project will point out important facilitators and barriers to farm investments and commercialization, and indicate directions to improve and rebalance the policy instruments in order to increase the competitiveness and sustainability of the sector as well as to improve the livelihoods of Moldova’s farming population. At the same time, the national counterparts will be offered the opportunity to improve their capacities in the field of policy evaluation.
