Functional labor market in Ukraine's agriculture for resilient and sustainable development of the sector

Research domain:
Creating resilient agricultural systems
Project duration:
01.01.2024 - 31.12.2024
Investigated countries:
Ukraine

Skilled labor force is crucial for the agricultural sector and the vitality of rural areas to ensure resilient production systems and a future worth living. Based predominantly on hired labor, Ukraine's agriculture is facing big challenges with the supply of qualified labor due to structural, demographic and technological changes on the one hand and the ongoing Russian aggression on the other. These challenges are discernible, among other things, in labor shortage and a mismatch between supply and demand for agricultural professions. The latter represents a field of tensions between the education system and the needs and requirements of the agricultural sector, between the interests of employers and employees and the competitive pressure on the labor market from other sectors.

In this context, the following questions arise: How big are labor market deficits and disparities with regard to particular professions? How can the gap between supply and demand for qualified labor in the agricultural sector be closed and the tensions between the involved parties be resolved? What role can formal and informal institutions play in resolution of the tensions? What approaches are necessary at different levels to improve the situation on the agricultural labor market of Ukraine?

The aim of the project is to promote the exchange on problems of and prospects for the development of labor market in the agricultural sector of Ukraine and thereby improve the understanding of the factors that influence the functioning of the labor markets in modern agriculture. Along with the scientific discussion, the project aims to facilitate the dialogue with the representatives of civil society, agribusiness and politics on innovative solutions and strategies to overcome labor market problems at all levels of decision-making.

This multi-stakeholder dialogue takes place in particular during a workshop, which is a central element of the project.
