Green public procurement

Public procurement is widely recognized as a potentially important tool for implementing the EU Circular Economy Action Plan. The effectiveness of this tool depends however on the extent to which the classic public procurement model is converted into the green model.

In the Czech Republic, the role of green public procurement remains relatively insignificant, at about 2% of GDP. In the EU-wide comparison of the uptake of green public procurement, the Czech Republic lags behind. The project is focused on identifying barriers and drivers of green public procurement in this country. Statistically significant drivers and barriers will be clustered and validated through focus groups consisting of public procurement officers. Econometric methods will be used for testing the inclusion of green criteria in various phases of public tenders, relying on the official public procurement databases and questionnaire surveys.
