Tajikistan is considered a low-income country in Central Asia, whose economy is heavily depending on agriculture and agricultural value chains. In this respect, rural population is both a major contributor to national welfare as well as a particularly vulnerable population group in times of economic change and instabilities. Tajik policy-makers are aware of this situation; to create rural jobs and to enlarge income of farmers and the society at large, they aim at increasing competitiveness of the entire agricultural value chain. Due to the complexity of the issue and the multitude of involved stakeholder, this task requires targeted policy making.

The Gesellschaft für Internationale Zusammenarbeit (GIZ) supports such a targeted policy-making in Tajikistan through the “Towards Rural Inclusive Growth and Economic Resilience” (TRIGGER) programme. The overarching goal of the TRIGGER programme is to improve the competitiveness and to increase the income and economic performance of producers in selected value chains, thus contributing to a generally sustainable economic development.

The objective of the envisaged project “Development of a tool for analyses of agricultural sector of Tajikistan” is to support the Ministry of Economic Development and Trade (MoEDT) and the Ministry of Agriculture (MoA) via the development of a tool – more precisely: a model – for agricultural sector analysis in the country. The envisaged project intends to involve counterparts in Tajikistan in the joint development of such a model, and to conduct training measures to enable MoEDT and MoA staff to properly use it for own analyses after the conclusion of the project.
