Recommended for funding: IAMO project successful in Leibniz Competition 2017

Leibniz Association to fund LaScalA

The IAMO project "International Competence Center on Large Scale Agriculture (LaScalA)" was recommended by the Senate of the Leibniz Association to be one of 25 successful research projects to receive funding within the Leibniz Competition 2017. A total of 83 project proposals from Leibniz institutes were received. LaScalA will run for three years and receive a total of 832,516 euros in funding. In cooperation with international partners from science, business and civil society the project aims to investigate the emergence, management, and economic and social effects of so-called agroholdings as well as create information platforms. Agroholdings are large scale farms which are of particular importance in Eastern Europe and South America. The Senate Competition Committee (SAW) commended the project’s high degree of originality and acknowledged LaScalA as a beacon for further research. There is still a lack of international and interdisciplinary networking in this field and LaScalA is set to close this gap. More information on the project.

Focus on Russia's agricultural policy

On 1 October the project "STARLAP – Analysis of the strategy of the Russian Federation for the expansion of agricultural production" started. The project is funded by the German Federal Ministry of Food and Agriculture and the German Federal Office for Agriculture and Food. Within the scope of STARLAP, researchers from IAMO and the Thünen Institute aim to analyze the impact of Russia's agricultural policy measures on the competitiveness of the Russian agricultural and food sector and the consequences German and European market participants face on the Russian agricultural and food markets. The research results are expected to help assess export and investment opportunities for German companies on the agricultural and food sector in the Russian Federation. IAMO Forum 2017: Papers to be submitted by 6 February 2017

IAMO, in cooperation with the Food and Agriculture Organization of the United Nations (FAO) and the Committee on Eastern European Economic Relations (OA), will organize the IAMO Forum 2017, to be held 21 to 23 June 2017 in Halle (Saale), Germany. The conference will deal with "Eurasian Food Economy between Globalization and Geopolitics". At the IAMO Forum 2017 ongoing research and different strategies to ensure food security and intensify trade in the context of geopolitical tensions and divergent trade integration efforts will be discussed. Session proposals are to be submitted by 16 January 2017. Full papers are to be submitted by 6 February 2017. All submissions must be made electronically. On the conference website you will find a template for full papers and detailed information on the call for submissions. We welcome papers analyzing the impact of globalization and different crises on food chain actors, national and international markets, trade flows, food security, and policy in transition economies.

IAMO to hold two expert panels at the GFFA

In 2017, the Global Forum for Food and Agriculture (GFFA), which takes place during the International Green Week, is entitled "Agriculture and Water - Key to Feeding the World". IAMO will organize two agricultural policy expert panels in the CityCube Berlin, Germany. The symposium "Everything Flows? Water as Decisive Resource and Factor for Agriculture in Eastern Europe and Central Asia" will take place on 19 January 2017 in cooperation with the German Agribusiness Alliance of the Committee on Eastern European Economic Relations (OA). On 20 January 2017, IAMO, together with the German Agribusiness Alliance at the German Asia-Pacific Business Association (OAV) and the German-Sino Agricultural Center (DCZ), will organize an expert panel discussion entitled "Three Sides of one Coine: Agriculture and Water in China". In addition, IAMO will be present with a booth at the GFFA cooperation market on 20 January 2017 from 9 am to 5 pm.

Challenges facing agricultural trade policies in Central Asia and the South Caucasus

From 2 to 4 November 2016, in cooperation with the Samarkand Agricultural Institute and the Food and Agriculture Organization of the United Nations (FAO), IAMO organized an international conference on "Regional and International Cooperation in Central Asia and South Caucasus: Recent Developments in Agricultural Trade". The conference held in Samarkand, Uzbekistan, proposed four plenary sessions and 22 parallel sessions in which more than 230 participants were able to discuss the development and consequences of agricultural trade in the Central Asian and Caucasus countries. Throughout the three-day event, regional and international experts, as well as representatives of companies involved in agricultural trade, and representatives of ministries and local government agencies were provided with a platform for scientific exchange and thereby strengthened future research activities in the region. Conference "25 Years of Agricultural Cooperatives" at IAMO

On 2 November 2016, around 80 participants attended the conference "25 Years of Agricultural Cooperatives" at IAMO. The event was organized by the Halle (Saale), Germany, based Gesellschaft zur Förderung der Genossenschafts- und Kooperationsforschung e.V., an association for the promotion of research on cooperatives, together with the German Raiffeisen Association (DRV)  and IAMO. During the conference, representatives from cooperatives, associations, politics, and science debated the extent to which the cooperative spirit existed and still exists in agriculture today. They discussed the contribution agricultural cooperatives can make with regard to social expectations and the peculiarities of rural areas. Speakers included Manfred Nüssel, President of the DRV, who explained the East German trajectory from LPG to productive multi-family enterprises. MEP Peter Jahr highlighted the role of the cooperative in EU agricultural policy; and Bettina Wiener, Managing Director of the Social Research Center Halle (ZSH) at the Martin Luther University Halle-Wittenberg, discussed the challenges in finding young talent. The conference ended with a panel discussion on the social expectations for agricultural cooperatives as modern agricultural enterprises. Forum on the dairy market crisis at the EuroTier 2016

On 17 November 2016 IAMO, together with the German Agribusiness Alliance of the Committee on Eastern European Economic Relations (OA), organized a panel discussion on "Milk, market and power: Who influences the milk price?" at the EuroTier 2016 in Hannover, Germany. More than 100 participants attended the event. IAMO researcher Aaron Grau began the event by discussing recent developments in the dairy market. Afterwards, Ludwig Börger from the German Farmer's Association (DBV), Romuald Schaber from the German Dairy Farmers Association (BDM), and Sebastian Hess, Professor at the Christian-Albrecht University of Kiel discussed the topic from scientific, political and practical perspectives. Börger pointed to structural problems in the dairies; Schaber stressed that the processing industry is gaining particular benefit from low milk prices; and Hess showed how the European milk price is above all influenced by the world market price. The panel discussion was moderated by Jens-Peter Loy, professor at the Christian-Albrecht University in Kiel. For more information see here.

Discussion Papers on agricultural restructuring and crop diversification in Central Asian countries published

Discussion Papers published within AGRIWANET project

In November 2016, three IAMO Discussion Papers were published as part of the AGRIWANET project (Agricultural Restructuring, Water Scarcity and the Adaptation to Climate Change in Central Asia: A Five-Country Study). The papers make available the initial research results from the project in Russian and discuss the outcomes of agricultural transformations and recent crop diversification efforts in Tajikistan, Turkmenistan, and Uzbekistan. The paper on Tajikistan links the issues of reforms in the cotton production sector and their impact on crop diversification to food self-sufficiency and agricultural export potential. The authors of the paper on Turkmenistan discuss the outcomes of agricultural reforms and production specialization in each province. The paper on Uzbekistan discusses the role of the wheat self-sufficiency policy and its impact on the crop portfolio, particularly cotton and forage production. The AGRIWANET project was funded by the German Federal Ministry of Education and Research (BMBF). The overall goal of the project is to extend the understanding of interlinkages between restructuring and reorganization in agricultural production and water use in a transition context in five Post-Soviet Central Asian countries.

Knowledge transfer - research results in practice test

Within the scope of the interdisciplinary project MULTAGRI a workshop on "Governing multifunctional agriculture in the EU - how can policies benefit both biodiversity and agriculture?" was held on 12 October 2016. At the Skåne European Office in Brussels, Belgium, researchers met with selected EU and national experts from the government and civil society to present their research results in order to conduct a "reality check" by discussing the practical relevance of the findings to actors who are involved in higher level decision-making. IAMO researcher Amanda Sahrbacher, who works within MULTAGRI on the implications of the introduction of ecological priority areas of the European Common Agricultural Policy (CAP) on regional development, recommended that the policy should include, among other things, more ambitious and spatially targeted environmental protection measures. In its current form, the CAP is hardly committed to cooperation in the conservation and protection of biodiversity. Such measures are currently based on self-initiatives. Suggestions for the provision of information that could encourage practitioners to maintain biodiversity were also of interest. In order to incorporate such proposals into policy decisions, the experts advocated discussing research results with relevant decision-makers with a view to the policy cycle, possibly in a similar interactive context. Proposals should, as a matter of principle, take account of the issue of financeability within the CAP and include an assessment of the climate protection targets. IAMO strengthens partnership with Moscow research institute VIAPI

On 18 October 2016, IAMO researcher Martin Petrick presented current IAMO research results on Russian agricultural development to a broad audience during the 21st Nikonov Symposium in Moscow, Russia. The symposium is organized each year in Moscow by the All-Russian Institute for Agrarian Problems and Informatics (VIAPI) and is an important discussion forum for Russian agricultural economists. Initiated by the German-Russian Agricultural Policy Dialogue in Moscow, Petrick furthermore met for a bilateral talk with VIAPI Director Alexander V. Petrikov to discuss future collaboration between the two research institutes. The symposium marked Petrikov’s reprisal of his role as director of the VIAPI after stepping down from his position as Deputy Minister of Agriculture of the Russian Federation in June this year. Together with Russian colleagues, IAMO researcher Vasyl Kvartiuk is now planning, as part of the FEDAGRIPOL project, a first qualitative data collection in Moscow and selected regions on questions of agricultural subsidies in federal systems. Additionally, a research stay for IAMO PhD student Siranush Ghukasyan at VIAPI is scheduled for February/March 2017.

Research data management at IAMO

Research data is the indispensable basis for empirical research. IAMO is developing strategies to meet the increasing demands for a sustainable use of research data. On 10 October 2016, IAMO invited Jonas Recker from the Leibniz-Institute for the Social Sciences (GESIS), Kirsten Elger from the German Research Centre for Geosciences (GFZ), and Tillmann Tegeler from the Institute for East and Southeast European Studies (IOS) to an interdisciplinary exchange on research data management. The guests presented strategies for research data management from their own institutes and discussed with IAMO researchers, among other things, data repositories, cloud solutions and questions of copyright law.

Food traffic light labelling and Social Expectations for Agriculture - IAMO Policy Briefs 28 and 30 published

A suggestion for the modification of traffic light labelling is presented in the IAMO Policy Brief 28 "Benefits of Modified Traffic Light Labelling for Food Products" by IAMO researcher Christine Burggraf, together with Ina Volkhardt and Toni Meier from the Martin Luther University Halle-Wittenberg and the Competence Cluster for Nutrition and Cardiovascular Health (nutriCARD). In addition to information on a possible reduction in the intake of fat, saturated fatty acids, sugar and salt, a modified traffic light labeling could also provide information on an adequate supply of vitamins, minerals and dietary fibre. Traffic light labelling that includes this aspect of a healthy diet would significantly improve the information potential for nutrition that promotes good health. More details (currently, in German only) can be found in the IAMO Policy Brief 28.
In the IAMO Policy Brief 30 "On farms and factory farms: Can agriculture meet societal expectations?" Alfons Balmann, Director of IAMO, examines how agriculture can counter social criticism of modern production methods. In addition to improved public relations work, efforts are needed to solve pressing issues in a way that also offers opportunities for agriculture. However, these solutions will not to be cost neutral, nor will they make everyone a winner. Therefore, honest clarification processes within the sector itself are the prerequisite for fruitful discussions with society, as well as for the necessary support by policy and value chain. Fair prices for scientific publications - IAMO supports DEAL project

IAMO supports project "DEAL"

Within the framework of the project "DEAL - nationwide German licensing of offers of large scientific publishers" the goal is to conclude nationwide contracts for the entire portfolio of electronic journals of large scientific publishers from the licensing year 2017 onwards. The growing market power of large, internationally active scientific publishers and the associated disproportionate price increases over the last years are no longer to be covered by the acquisitions of scientific institutions. Universities, universities of applied sciences, research institutes, and state and regional libraries have therefore joined forces to promote licensing agreements at a federal level, thus sustaining access to scientific literature on a lasting basis and financially relieving the institutions. IAMO is also a member of the project group DEAL and has given the project group a corresponding mandate for the negotiations with the publishers Springer Nature, Wiley and Elsevier and has terminated its current contract with Elsevier to end on 31 December 2016. Since October 2016, IAMO is one of more than 6,100 members of the "Success Factor Family" network.
