24 to 26 June 2020 will see the IAMO Forum 2020 take place in Halle (Saale), focusing on the topic "Digital transformation - towards sustainable food value chains in Eurasia". Digital technologies are beginning to fundamentally transform agricultural and food systems, not only in the EU, but also in the Eurasian transition countries. This offers new opportunities for more efficient, competitive and sustainable food value chains. In view of the rapid pace of technological change, achieving successful digital transformation requires the creation of supportive legal frameworks and infrastructure, the availability of human capital and gaining the trust of consumers and producers.The goal of the IAMO Forum 2020 is to bring together research, companies, politics and civil society and promote debate regarding economic, social, ecological and institutional aspects of the digital transformation of food value chains, as well as identifying solutions to problems. The geographical focus lies upon Europe, Central Asia and China, including regional comparative studies.

Katja Guhr has been appointed to IAMO Director and Head of Administration on 1 September 2019. Together with the three scientific directors, she is responsible for management and further strategic and operational guidance of the institute. Katja Guhr was previously a member of the administrative management team at IAMO from June 2017 to August 2019. Prior to this she was assistant to the president and research staff at the Halle Institute for Economic Research (IWH), a member of the Leibniz Association. Katja Guhr is a trained banker and has a degree in Economics from the Martin Luther University Halle-Wittenberg. During her studies she worked in various finance offices of BMW AG in Leipzig und Oxford, UK.

Early next year, on 17 February 2020, a workshop will be held at IAMO on the subject of agricultural innovations, rural development and globalisation processes in Central Asia. Making sustainable use of agricultural potential calls for both innovations and reforms in the existing institutional environment. The challenges primarily concern the lack of transparency in land ownership and leasing relationships, high transaction costs, inadequate access to loans for farmers and the limited provision of public goods and services. However, innovations and integration in the global markets also have an impact on structural transition, the rural labour market, rural social economics and the behaviour of farmers. A comprehensive understanding of these processes is therefore all the more important.

The “Political economy of agricultural policies and land relations” workshop is scheduled to take place at IAMO from 5 to 6 March 2020. The goal is to bring together researchers from various disciplines to improve the theoretical, empirical and methodical understanding of the decision making of political actors in the area of agricultural policy, rural development and land relations. In the European Union, the US and numerous emerging countries in Europe and Asia agricultural reforms are taking place or are the subject of active public discussion. Whilst numerous studies focus on the liberalising reforms of the 1990s and 2000s, the latest political developments have aroused less scientific attention. There is consequently particular interest in studies that examine the role of autocrats, party politics, interest groups and regional and national governments in the forming of agricultural policy and agricultural policy discourse. The second day of the workshop will concentrate in particular on the political economics of land relations in developing countries.

IAMO is to collaborate with the Regional Rural Development Standing Working Group in South-Eastern Europe (SWG) on a project investigating the supply and value chains of smallholders in the Western Balkans region and Turkey. The focus here will be upon short food supply chains and their impact on the performance and future prospects of small agricultural enterprises. The study aims to analyse the complex web of sales channels, contractual agreements and agricultural policy conditions and identify potential and suitable practices for smallholders to enable them to derive greater benefit from short value chains. The international expertise for the project will be provided by IAMO researcher Judith Möllers. The project is supported by the European Commission.

A decree of the Uzbek president on 2 August 2019 “On measures to reform the rapid development of the insurance market in the Republic of Uzbekistan” highlighted the importance of establishing an indexed insurance market in the agricultural sector. This measure has been repeatedly urged by KlimALEZ researchers over the past two years. The IAMO project “Climate resilience through agricultural insurance - innovation transfer for sustainable rural development in Central Asia” (KlimALEZ) developes innovative index insurance products against climate risks such as drought and aims at the introduction of an agricultural insurance programme for various Central Asian countries. The decree of the Uzbek government represents an important step in this direction. Partners from the fields of science, business and politics work together on the KlimAlez project to put research findings into practice. The Federal Ministry of Education and Research (BMBF) is financing the project via the “CLIENT II - International partnerships for sustainable innovations” line of funding.

In the current issue of the Russland-Analysen on "Russia’s stealthy rise to become the world’s largest grain exporter" the IAMO researchers Linde Götz, Miranda Svanidze, Florian Schierhorn and Maximilian Heigermoser address the question of the impact of this leading role for the international grain trade and global food security. The first article provides an overview of the characteristics of the Russian cereal market and raises the question of the extent to which the as yet unexploited wheat production potential could be mobilised. The second article focuses on the peculiarities of the Russian grain trade and the significance of the steady rise in Russian wheat exports for the global wheat trade. Download (German)

The Länder-Analysen are published by IAMO jointly with five further scientific establishments. In addition to Russia, the spectrum of countries also includes Ukraine, Poland, Belarus and Central Asia. In the latest edition of the Ukraine-Analysen Vasyl Kvartiuk and Thomas Herzfeld recently published an article on Ukrainian land market reforms. The new Ukrainian government plans to lift the moratorium on the sale of agricultural land that has been in place since 2002. The article provides an overview of the central aspects of the land market reform and discusses various policy options that could contribute most effectively to the growth of the Ukrainian agricultural sector and to the sustainable development of rural regions. On 25 September 2019 a delegation from the Ministry of Agriculture and Rural Affairs (MARA), China, visited IAMO. In the discussion with IAMO Director Thomas Glauben and the co-ordinator of the China International Research Group, Zhanli Sun, the visitors, led by the director of the Legal and Regulatory department, Jinyao Zong, talked about the institute and its research projects and spoke of the current challenges facing rural regions. In recent years IAMO has worked intensively to promote bilateral scientific exchange and policy dialogue between China and Germany. Thomas Glauben and Zhanli Sun presented the various China-related activities and projects at IAMO, in particular the China International Research Group and the German-Sino Agricultural Centre. The challenges of rural development, including country-town migration, infrastructure investment and the shortage of labour in the countryside as well as the provision of education and healthcare in Germany and China were further topics of discussion. The participants agreed that co-operation and comparative studies are advantageous to both countries and looked forward to further exchanges in the future.

In the summer of 2019 researchers visited exemplary field sites in Central Asia in the scope of the SUSADICA doctoral programme. The goal of the researchers Suray Charyyeva, Zafar Kurbanov, Abdusame Tadjiev, Golib Sanaev and Nodir Djanibekov was to test experimental and qualitative data collection instruments that are intended to provide insights into the complexity of decisions faced by farmers with regard to production and resource management. The talks delivered initial insights into, for example, opportunities for employment outside of agriculture, suitable strategies for income diversification and preparedness to make decisions regarding the introduction of new technologies, such as drip irrigation, resource-efficient farming or cotton harvesting machines. In the process, it proved possible to observe highly differing approaches of farmers in Kazakhstan and Uzbekistan, which are now to be investigated further. In planned comparative analyses and field visits the doctoral students of the structured doctoral programme on sustainable agricultural development in Central Asia (SUSADICA) will examine the social, economic, behavioural and institutional determinants of these decision-making processes more closely.

IAMO researchers took part in a workshop on the salmon case study in Ålesund, Norway, this summer. The SINTEF Ocean organisation issued an invitation in collaboration with the VALUMICS project to representatives of the salmon industry to exchange experiences regarding the planning of supply chains, the role of market dynamics as well as economic and ecological risks in the salmon value chain. This involved presentation of the findings from the VALUMICS project and discussion of approaches for improved understanding of the dynamics of the value chain, for better preparedness for future challenges. VALUMICS is a research and innovation project funded by the Horizon2020 programme with a budget of 6 million euros. The project focuses on five value chain cases in Europe: Beef, dairy products, wheat, tomatoes and salmon. The project compares the organisation, integrity, resilience and sustainability of the respective value chains. The salmon case study concentrates on the Norwegian value chain for farmed salmon, including its marketing and consumption in Europe. A detailed report can be found here.

In the scope of an international workshop at IAMO from 18 to 20 June 2019 on the subject “Innovations for increasing the income of smallholders and resilience in the wheat supply chain in North Africa” the opportunities for future co-operation between IAMO and research institutions in the North African region were investigated. During the meeting with national representatives from Morocco, Egypt, Tunisia and Sudan problems and challenges of the agricultural sector were discussed, such as the environmental impact of cereal production. For example, the straw that remains after the harvest is often burned, with negative consequences for the climate. In addition, agricultural production in North African countries is highly inefficient. Fields are flooded with scarce water resources and the excessive use of fertilisers and pesticides leads to soil damage. Furthermore, it is essential that food production is increased to cover the needs of a fast-growing population, thus reducing migration from rural regions to the cities or the EU. In particular, the participants discussed the possibility of securing sustainable food production. The international workshop was financially supported by the Leibniz Research Alliance "Crises in a Globalized World".
