IAMO Forum 2009: 20 Years of Transition in Agriculture

Leading and upcoming researchers and representatives of politics and praxis will discuss about "20 Years of Transition in Agriculture: What has been achieved? Where are we heading?" at the IAMO Forum 2009 (17-19 June, Halle). In nine lectures, nine paper and two poster sessions and one panel discussion they will analyse influences of and effects on agricultural transition, debate on future developments and trends and identify recommendations for political, economic and scientific actors. Speakers are among others Prof. Dr. Jan Hanousek (Center for Economic Research and Graduate Education, Economics Institute, Czech Republic), Prof. Dr. Eugenia Serova (FAO Investment Centre (TCI), FAO, Italy) and Prof. Dr. Thomas Sikor (School of International Development, East Anglia University, Great Britain). For the first time the Forum will be combined with a special session by the European Review of Agricultural Economics (ERAE) and the European Association of Agricultural Economists (EAAE). Following the Forum the papers presented in this special session together with a selection of best papers of the conference will be published in a Special Issue of the ERAE. IAMO works on studie for FAO

For the Food and Agriculture Organization of the United Nations (FAO) IAMO has compiled a study assessing the agricultural information and communication priority needs of major stakeholders of the National Agricultural Research and Extension System (NARES) and its clients in Armenia. From March 14th till April 9th IAMO researcher Milada Kasarjyan has been in Armenia. Here she conducted 16 face-to-face interviews with the most important national agricultural organisations, including the Ministry of Agriculture in Armenia, and two focus group discussions with representatives of local non-governmental organisations, regional agricultural extension agents and representatives of the farmers, women and youth. Findings are that the institutional structure of the agricultural consultancy and information system is relatively well-established but that due to technical and financial difficulties the system functions at a low level of efficiency. The major weakness of the established model of information flow system is the missing link to consumers and processors. The ministry is therefore recommended to improve the design of information and communication system by implementing adequate policy measures to better integrate private sector, consumers and processors in the system. To support the work of the Regional Agricultural Support Centers it is recommended to provide the regional agricultural extension agents with the necessary information technologies and to offer adequate training courses. The final report will be transmitted to the FAO these days.

Experts discuss future of Bulgarian agriculture

On 25th and 26th May European experts of the agri-food sector met in the Bulgarian Ministry of Agriculture in Sofia. Among the invited researchers of these "Expert mission on the programme for priorities in the agricultural sector for Bulgaria 2009-2013" has also been Prof. Dr. Gertrud Buchenrieder, IAMO Director and Leader of the Department External Environment for Agriculture and Policy Analysis. In her presentation she discussed the challenges for the Agriculture development in Central and Eastern European countries. The meeting was organised by TAIEX, the Technical Assistance and Information Exchange, an instrument of the Directorate-General Enlargement of the European Commission. Purpose of the meeting in Sofia was to identify the specific problems and priorities of Bulgarian agriculture in the framework of process of further simplification of Common Agricultural Policy (CAP) and shared responsibilities among Commission and Member States. The experience based on the implementation of EU CAP in Bulgaria indicates the need for further adjustments in the policy measures of the sector targeted to improvements of competitiveness of agricultural sector, environment friendly production of quality products beneficial for the society, fair standard of living and income stability and support for the agricultural community.

New challenges for the management of shared water resources

Within the framework of the Workshop in Political Theory and Policy Analysis, a faculty of the Indiana University in Bloomington, U.S., IAMO researcher Dr. Insa Theesfeld coordinated on 5th June the first meeting of the working group "New challenges for the management of shared water resources". Dr. Theesfeld, who before has been visiting scholar at the Workshop for several times, established the working group to dispute on the role of transboundary management and the role of leadership in this field, as the characteristics of increasing water abstractions and pollution no doubt call for precautionary and proactive governance solutions. The Workshop in Political Theory and Policy Analysis has been established in the early 1970s to promote the interdisciplinary study of institutions, incentives, and behaviour as they relate to policy-relevant applications. Central themes include self-governance and democratic reform, as well as collective action in the context of sustainable natural resources.

IAMO researcher strengthens office of BioÖkonomieRat

Since May 2009 Dr. Kathrin Happe is put on leave by the IAMO for her work at the office of the newly established BioÖkonomieRat, a bio-economics research and technology advisory board. The Berlin located institution, has been founded in Janurary 2009 by the German Academy of Science and Engineering (acatech) and is funded by the Federal Ministry of Education and Research and the Federal Ministry of Food, Agriculture and Consumer Protection. Chair of the advisory board is Prof. Dr. Reinhard F. Hüttl, Chair of the Executive Board of the GFZ German Research Centre for Geosciences and President of acatech. The BioÖkonomieRat deals with the questions what science, economics and politics should do to develop innovative renewable, environmentally friendly biobased products – meaning food and feed, renewable resources and bioenergy. The board shall activley support the development of bio economics in Germany and will therefore make recommendations for actions and efficient research structures. As one of her first duties Dr. Kathrin Happe will survey the current research structures in science, economy and funding programmes of bio-economics in Germany. With IAMO Dr. Kathrin Happe will still be closely scientifically associated.

Call for Papers MACE Conference 2010

The Leibniz Institute of Agricultural Development in Central and Eastern Europe (IAMO) together with Humboldt-Universität zu Berlin, Council for Tropical and Subtropical Agricultural Research (ATSAF) and partners will conduct the Fourth Green Week Scientific Conference "Challenges of Education and Innovation" on the 13th and 14th of January 2010 in Berlin. We invite junior researchers, engaged in post-graduate or postdoctoral studies from EU, associated states, as well as third countries to present and discuss their research projects and findings. Particularly young scientists from Central and Eastern European countries are encouraged to apply. Full papers have to be electronically submitted until October 16th to mace2010(at)iamo.de.
